Getting connection refused error when trying ssh from Windows 10

I connected the gopigo and I am able to ping as well. But when I try to enter the IP address or as Dex.local I get connection refused error. Is there anything missing

That sort-of sounds like you’re not running an SSH server on the robot, or else Windows 10 is blocking the SSH connection.

Can you open a VNC connection to the robot, on port 8001? Can the robot ssh back into your laptop/desktop?

Are you able to ping “dex.local” successfully?
As bloomu.prof is right:
on a browser, can you pull up “dex.local”?
If you can, can you pull up the terminal program there?
