I have the sensor connected to D4,
setup pin 4 as input
when I do a DigitalRead it’s always one. even if I am shooting my IR remote at it or not
This seems it would be straight forward / simple to hook up this sensor. Am I missing something?

Ah, ignore that. I assumed a positive reading would display a 1. it seems it does the reverse.
Does grove pi allow you to switch if a pin is a pull up or pull down resistor?

The signals sent by the remote are a bit complex than just simple on and off. They are coded signals at 38Khz and we don;t have a library yet for it. You can follow more about it here: http://www.dexterindustries.com/forum/?topic=ir-receiver-and-emitter/.
