During assembly of the GoPiGo – step 9, connecting battery pack. After connecting the battery pack and turning the switch to ON – there are no LED lights. New batteries installed, battery polarity checked and voltage measures 12 volts. Perhaps I have a bad GoPiGo PC board?

It might be a bad board or it might be just some minor issue. Can you go ahead and complete the assembly (Don’t connect the motors to the Board) and attach a Raspberry Pi.
Then power the Raspberry Pi with the microUSB cable and get the Get the software running.
Update the software from the desktop shortcut and run gpg commmand on the terminal. This command will tell you the voltage of the batteries as seen by the GoPiGo.
